HUD Restores EIV Citizenship Verification Report and Extends Compliance Deadline

HUD has announced that the EIV-SAVE Tenant Matching Report is again available in the Enterprise Income Verification system, effective October 19, 2026. Owners and agents with identified tenant discrepancies must review the report and resolve them by December 19, 2026. The announcement extends the compliance deadline and provides additional guidance on property searches, data privacy, Management and Occupancy Reviews, and EIV policies and procedures.
For affected HUD multifamily properties, management should promptly begin the review, assign responsibility for each discrepancy, and document the resolution. HUD’s decision to defer certain monitoring findings does not extend the December compliance deadline.
The report compares tenant information reported to HUD through TRACS with federal SAVE data to identify potential discrepancies in citizenship or immigration eligibility. A match requiring review is not a final determination of ineligibility. HUD’s May 21, 2026, instructions remain central to completing the required review.
Today’s announcement directs owners and agents to access the report for each project with an identified discrepancy and to complete the step-by-step actions outlined in HUD’s May 21 email. HUD identifies December 19, 2026, as the extended deadline and describes the extension as 60 days. Management should use the specific date HUD provided when scheduling the work.
A practical approach is to set an internal completion date before the HUD deadline. This allows time to address missing records, access issues, resident communications, and questions requiring HUD assistance. Maintain a status log that records each discrepancy, the responsible staff member, action dates, outstanding items, and the basis for closure. These are recommended management controls, not additional requirements announced in today’s message.
HUD clarifies that a property not listed in the report’s drop-down search has no tenant discrepancies to review. Managers should document the date and result of their search in the review record.
Read that instruction alongside HUD’s separate warning about property assignments. If the account shows unexpected properties or appears to have an access issue, contact the EIV coordinator promptly. Resolve any apparent assignment problem before relying on the search result.
Under the May instructions, management should review the reported response, verify required eligibility evidence, and compare tenant records with HUD-50059 data. Correct reporting errors in TRACS. If a discrepancy remains, follow HUD’s additional verification instructions, including SAVE procedures when appropriate. Maintain the report and resolution notes in the required project and tenant records. The earlier instructions also address individuals who have moved out or no longer receive assistance.
Management should use the full May 21 bulletin, including Attachments A and B, when performing this work. A summary should not replace the prescribed steps or the documentation applicable to the individual’s circumstances.
HUD’s May instructions prohibit denying or ending assistance solely because a report discrepancy requires further review. Before reducing or terminating assistance after an ineligibility determination, owners and agents must comply with the applicable appeal and informal hearing requirements under 24 CFR 5.514.
Staff training should emphasize neutral, consistent communication. Explain the specific information needed, provide relevant notices and opportunities to respond, and avoid presenting an unresolved database discrepancy as evidence of wrongdoing.
Today’s notice states that HUD does not manage EIV property assignments. Owners and agents who encounter anything unexpected should immediately contact their EIV coordinator and follow the EIV Multifamily Housing User Manual to add or terminate property access.
As a recommended control, supervisors should confirm that staff access aligns with current responsibilities. Handle reports and supporting documents in accordance with the property’s existing security procedures, and limit access to authorized personnel. Any request for technical assistance should use an appropriate secure process for sensitive tenant information.
HUD states that guidance for Project-Based Contract Administrators on oversight of this report during Management and Occupancy Reviews will be forthcoming in 2027. No findings will be issued until that guidance is released. In this context, the clarification concerns oversight of the EIV-SAVE report; it should not be treated as a suspension of unrelated MOR requirements.
Owners and agents should continue the required discrepancy review and retain supporting records. Deferring report-related findings does not eliminate the December 19 deadline.
HUD expressly states that owners and agents are not required to update their EIV policies and procedures in response to this announcement. HUD will notify the industry if any policies or procedures change. Management can assign tasks and track completion using its existing framework while awaiting further direction.
